New cards tend to go down in value for a while as more copies are introduced to the market, and those that go up in value tend to be few and far between
If I were to make a guess at the future of Hour of Devastation , I'd say that it will react like Dragons of Tarkir , with some cards increasing in price from presales as people figure out what cards are good for Standard (the fact that fewer people will crack boxes thanks to the low expected value makes this even more likely to happen), but not to the same extreme
A better alternative might be Rancor, which provides a similar power boost without the drawback of weakening the creature over time
Phyrexian Tower There are plenty of decks where sacrificing a creature to Phyrexian Tower benefits you both by giving you mana and by allowing you to cash in on death triggers
