You still need the requisite loyalty counters to activate abilities, but plus abilities and zero abilities are usable immediately (still just one per turn, though)

The premium tends to be largest for SAR and illustration rare cards (30-40%) and smaller for standard SRs (15-25%)

Anthems are most effective when you control a ton of creatures, and a Saproling deck should do just that
