While there should always be options for this, it basically allows you to break the rule of one card in your Commander deck, and because its an Artifact, it can go in any deck
Obviously, taking on damage yourself isnt ideal, but the damage this move will do is critical to a powerful Pokemon and lethal to a weaker one
Some cards like Glissa, the Traitor come prepared for this, but you can also use cards like Sharpened Pitchfork or Viridian Claw to achieve the same effect

If the target card is an illegal target by the time Sevinne's Reclamation tries to resolve, the spell doesn't resolve
